Debbie Feinstein has a been Assistant State's Attorney in Montgomery County, Maryland for the past 23 years. In 2012, she became the Chief of the Special Victims' Division where she is responsible for supervising and prosecuting cases involving homicide, child abuse and exploitation, domestic violence, elder abuse, human trafficking, and sexual assault. In 2015, she became the Co-Chief of the Crimes Against Seniors and Vulnerable Adults Unit, which focuses on crimes involving elder/vulnerable adult abuse, financial exploitation, sexual assault, and neglect. Ms. Feinstein currently chairs Montgomery County's Domestic Violence Coordinating Council's Education and Outreach Committee, Domestic Violence Fatality Review Team, and Elder/Vulnerable Adult Abuse Task Force. She is a member of other collaborative multidisciplinary teams, including the Montgomery County Sexual Assault Response Team and the Tree House Child Advocacy Center. Ms. Feinstein also chairs the special victims' prosecution and prevention subcommittee for the Maryland State's Attorneys' Association and is a member of the Governor's Family Violence Council. Ms. Feinstein has worked on multiple successful statewide legislative efforts, including a law that delineates nonfatal strangulation as a felony in Maryland. She has presented on her areas of specialty at international, national, and local trainings, including for prosecutors in Vietnam and Colombia, for the National District Attorney’s Association, and the Maryland Coalition Against Sexual Assault. Ms. Feinstein is also an adjunct professor at the Washington College of Law at American University.
