Pamela Holtzinger has over 30 years as a Registered Nurse with a heavy concentration in Emergency Nursing, Forensic Nursing and nursing education. She has completed a doctorate in nursing practice and has a certificate to teach nursing. She currently manages Frederick Health Hospital’s Forensic Nursing Services to include a comprehensive service response to all ages of patients impacted by violence. She has completed regional and international training presentations for nurses and other professionals on a variety of nursing and health related topics. She is the course director for Forensic Nursing SANE courses in adult/adolescent/pediatric education. Dr. Holtzinger has served as a consult to the Maryland Board of Nursing on issues related to forensic nursing practice standards and has been the co-chair for the Standards and Practice Committee drafting the first regulation for Maryland Forensic Nurse practice. She serves with national and regional child maltreatment experts on the Maryland Child Abuse Medical Professionals panel. She was appointed by the Governor O'Malley to serve on the State Commission of Child Abuse and Neglect as the sole FNE representative for 2 terms. She represented the forensic nurse perspective on the Governor Hogan's Task Force to address untested evidence kits in the state and currently is a member of the Sexual Assault Evidence Kit Policy and Funding Committee with the Attorney General’s Office. Dr. Holtzinger collaborated with the Maryland legislative professionals to draft House Bill 1371 to address police training & protocol related to nonfatal strangulation victims which was signed into law May of 2016. In 2017 Dr. Holtzinger selected to participate and co-chair the Frederick County Human Trafficking Task Force to develop recommendations on the community response to human trafficking. In 2018, the Frederick County Council adopted recommendations that included the Frederick County Human Trafficking Response Team which remains active to date. Dr. Holtzinger has testified many times as an expert in regional and federal court proceedings regarding issues of forensic nursing, physical and sexual assault, child maltreatment, and strangulation. She was just selected as the recipient for the 2019 Outstanding Professional Award by the American Professional Society on the Abuse of Children. Dr. Holtzinger currently serves on the Commission for Certification of Forensic Nursing board for the International Association of Forensic Nurses.
